Equestrian Center Taking Shape

The purchase of the Glenmore Equestrian Center by Peter and Victoria Sorensen was completed before the end of December, and work has been proceeding ever since to transform it into a first-rate facility for the use of the whole community. The new manager of the facility is Colleen Vann, who will be living on the premises with her husband and son once a thorough re-fitting of the apartment is complete. Extensive barn renovations are being undertaken, including a new parking area, a welcoming lounge area, and an office. They have also been working with experts in field management to improve both the grazing and aesthetic performance of the pastures, which they know is a primary concern of residents. They will not only board horses, but will have a supply of their own horses available for use by residents for riding lessons, camps, etc. Their goal is customer service, and they will welcome visits from residents once the work is complete in the spring. A major opening event is planned for April.
A New Deal on Trash!

The GCA has reached a new agreement with Dixon Trash Collection, resulting in a reduction in the quarterly charge per container from $57.75 to $52.00, fixed for three years. Although Dixon contracts with individual residents, the GCA has the authority to determine who will be allowed to enter the community to collect trash. We have therefore committed to a further three years of Dixon, on the condition that this price is maintained, plus an additional $1 for any quarter in which diesel fuel exceeds $4 per gallon. This follows their adoption of the in-line recycling process, which allows residents to leave all recyclable materials mixed in with the rest of the trash. Our thanks to Besty Gohdes-Baten who performed the investigation and negotiation. Individual residents still have the option to contract with Allied Waste to collect separated recyclables using their plastic containers if they wish.
Board Nominations Announced

The Nominating Committee has announced its nominations for 2010 GCA Board of Directors. For one-year terms these are Chris Grant, Trevor Joscelyne, and W.A. Pace, and for two year terms they are Elizabeth Ewing, Cole Hendrix, and Don Sours. The board decided to include on the ballot any additional nominations received from members, resulting in the addition of Charles Crenshaw as a two-year term candidate. Members will be able to write-in the names of any other person on the ballot form, and nominations will also be accepted from the floor at the Annual Meeting itself. Ballot forms will be mailed within the next few days, together with the invitation to the Annual Meeting, to be held on February 25, 2010 at 7PM. Please plan to arrive early for registration, which will start at 6:15 PM.
Another Audit Coming

The board has authorized a full audit of the 2009 accounts of the GCA. But this time we are not expecting any surprises! It will again be carried out by Randy Jones, of Robinson, Farmer, Cox, who has already completed the first half of the year. Annual external audits will be carried out each year from now onwards.
Agreement with Developer for Assessments Owed

An amendment to the August 2009 repayment agreement with Glenmore Associates has reached final attorney review, incorporating a further $47,645 due as a result of assessments and other monies owed to the GCA in years prior to 1998. This is in addition to a payment of $24,000 received in December, and an $11,000 adjustment to the audit amount owed. A second Promissory Note has been prepared, together with a second lien Deed of Trust on lot Q2-2. All monies are to be repaid by August 7, 2010. The board is confident that this represents the final adjustment necessary to restore all funds missing from the GCA. Glenmore Way Traffic Signal - coming in March

Work has started on the traffic light at the end of Glenmore Way. The cost of the signal was initially proffered by the developer as part of the approval of the first phase of Glenmore, but implementation had been waiting on VDOT to require it. They did so last year, and Albemarle County requested the developer proceed. Glenmore Associates has now committed to the county that it will be in operation by March 1, 2010. Part of the funds released from the sale of the Equestrian Center are being held in an escrow account by the county, and used to guarantee payment of the signal.
Trash Can Guidelines - Let's Get Real!

You may be aware that our Covenants and Restrictions stipulate that trash containers must be put at the roadside no earlier that 6 hours before pickup, and removed 6 hours after pick-up. Well, we all know that not everyone is able to get up at 6am in the morning to put out the trash, and working families may not be around in the middle of the day to put the container away. The reality is that this regulation is unworkable, so the GCA has not been able to enforce it. At the December board meeting a new guideline was approved by the board, which introduces a more liberal interpretation of the regulation which can now be enforced. The new guideline says that "Trash containers shall be placed at the street side on a regular basis no earlier than 6PM on the day before pick-up, and shall be removed as soon as possible after collection."
Agreement on Deeding Common Areas

After many weeks of deliberation, negotiation, and hearing from residents, the GCA Board is pleased to announce that an agreement has been reached between the boards of the GCA, Scottish Homes Association (SHA) and the Bremerton Cottages Association (BCA) on how we would like the developer to deed Glenmore's Common Areas to the three associations. This has been necessary because of conflicting language in the Covenants of three associations, which essentially promise ownership of common areas to each. We are recommending that the BCA and SHA common areas be deeded jointly to the GCA and the local association, as tenants in common. All other areas throughout Glenmore will be deeded solely to the GCA. The deeds of transfer will define the responsibilities of each association in the jointly owned areas. Specifically, the GCA would retain overall responsibility for maintenance of all common areas, while the local associations will each have the right to maintain and mow the grassy areas surrounding their properties, as they do currently, provided the standards of care meet or exceed those established by the Common Area Review Board (CARB). All natural areas, infrastructure, and trees within these areas will be the sole responsibility of the GCA. In practical terms, this is very close to the status quo in terms of who is paying for what at present, so no significant changes in either dues or maintenance standards will result. Proposed modifications to jointly owned common areas will be subject to approval by both boards, with an arbitration process available to resolve disputes. In conjunction with our attorney, we are now preparing modified deeds of transfer, and hope to execute these with the developer within the next two months.
2010 Budget Approved

The GCA Board approved the 2010 buget at its November 19 board meeting. Overall expenses are bugeted at $707,000, most of which goes to the grounds maintenance, gatehouse operation, and road maintenance. Revenue projection is also $707,000, compared to the Strategic Plan projection of $848,000. This difference is mostly due to the lack of new homes being added from which we derive both additional dues and impact fees. At the same time the costs of road repairs has increased significantly. Fortunately, we have managed to keep other costs substantially lower than projected, particularly by postponing the appointment of a professional property manager. As a result, the board has been able to limit the dues increase next year to just 4%, less than the 5% projected in the Plan, bringing the annual assessment to $797 per lot. Note that the increase in dues is not as a result of the missing funds owed to us by Glenmore Associates - this has caused a temporary lowering of our reserve account for road maintenance, and is due to be fully refunded during the year.

The use of email by the gatehouse is proving a great success. It's a hit with the gatehouse staff, since they don't have to interrupt dealing with visiting vehicles to answer a phone call, and many residents find it equally convenient, since they get a confirmation from the staff on duty when their visitor information has been entered into the system.
